RESOLUTION ON THE "PROPOSED PLAN TO FURTHER SIMPLIFY AND FACILITATE TRANSFER OF CREDIT BETWEEN INSTITUTIONS"

WHEREAS, The design and development of general education degree requirements rightfully and traditionally have been a responsibility of the faculties at the individual campuses; and,

WHEREAS, The "Proposed Plan to Further Simplify and Facilitate Transfer of Credit Between Institutions," prepared by the University of North Carolina Board of Governors and the State Board of Community Colleges in response to House Bill 739, and submitted to the General Assembly Joint Legislative Oversight Committee on March 1, 1996, imposes an "institution-wide" general education core on the curriculum of individual UNC four year campuses, specifically that "...community college graduates of associate in arts, associate in science, and associate in fine arts programs who have completed the general education transfer core will be considered to have fulfilled the institution-wide, lower division, general education requirements of the receiving institution" [Point IB.3, p.4]; and

WHEREAS, Neither members of the Faculty Assembly of the University of North Carolina nor faculty at individual campuses had adequate time to review and react to this document, therefor be it

RESOLVED, That the Chair of the Faculty Assembly communicate to President Spangler that the Faculty Assembly of the University of North Carolina regards this action as an intrusion into the process of thoughtful curriculum design and development at the individual campuses and that this action may constitute a violation of the Code of the Board of Governors as stated in the third paragraph Section 502D.2.
